Distinguish EA projects and mission specific projects
In stovepipe enviroment, all IT project are misssion oriented projects without the concept of EA project to establish the common foudnation and building blocks. It is critical to distinguish the EA projects and mission specific project where the EA projects are OCIO initiated effort to establish the common foundation and building blocks and the mission specific projects are the business owner initated application development.EA project enable agile, simple and cost effective mission specific applicaiton development. Most of organizations do not feel comfortable to put significant budget on supportive expense and consider that it an overhead because it does not related to misssion oriented. However, the EA projects cost benefit analys can easly reflect the valuse of EA project, the upfront work, although mission specific, carries fundamental value which should not be overlooked. ^ TOP

"What is the difference between an EA methodology, a project management methodology and a project-build methodology?”EA methodology : EA to the program to see the enterprise big picture, analyze the relation between business and solutions which include process, application, data and technologies. Establish standards and guideline Enable the agility with common foundation and building blocks. It is similar to city planning. EA is the plan to lay out the relation rather than a blueprint for build.
Under the umbrella of EA environment, there are two types of projects. The EA projects and the Business owners projects. Without distinguish the EA project and business owner project, It is interesting to observe that the enterprise expecting a lot from OCIO but with every little budget authority. Thinking about the image of a toothless tiger. On the other hand, OCIO try very hard to control all IT spending. It is also a very brave act of OCIO trying to control the total IT spending. It will be very difficult for business owner to buy-in. I would not let the government control the budget of my house either.
EA project : such as the common foundation and building blocks which is similar to the road, bridge, water and sewer in city planning. The EA project are public founded for the purpose to enable agile, simple and cost efficient business owner project. The OCIO must have the budget authority to fund the public projects.
Business owner project : Business owner projects such as mission specific application systems, it is similar to a house or a commercial building. The business owners projects are founded by each business owner for their specific need. Each projects serve its unique purpose to deliver the best solution.
Project management, refers to the manage of architecture design. Thinking about the architecture projects in the architecture office. The output is the blueprint.
Project build management refers to the development and release. Thinking about the construction projects of a building. The output is the building.
