Enterprise is organic, it is futile to design the enterprise blueprint in a big bang and execute EA in a command and control approach.
ADAPTING TO CHANGE IN THREE TIER EA APPRACH
Instead of a big bang approach to design the enterprise IT blueprint, the Adaptive IT architecture is a three tier approach.
Although the world change constantly, there are some part change rapidly and some part change gradually. There are relatively static part of the enterprise on the very high level enterprise vision and in the low level of enterprise building blocks as shown in the following figure. There are also the rapid change layer of the enterprise to win the edge of competition. It is analogy to the water flow in the river. The industry has initiated enterprise architecture to plan for the holistic and high architecture; Segment architecture to elaborate the high level enterprise architecture based to close business gaps; Solution architecture to answer the business owner specific needs and service oriented architecture to enable agility. Each architecture type serves the different purpose. But it work coherently to deliver the value of architecture to the right people in the right place at the right time.

The first tier is the high level master plan; The second tier is the continuous EA of segment architecture; The third tier is the daily EA to enable agile solution architecture as shown in the following figure.

Under the umbrella of enterprise architecture, the Segment Architecture define its scope based on business performance gap and plan architecture in compliance with enterprise standards to enable agility and simplicity. It is an architecture planning effort to support investment strategy as shown in the flowing figure.

The enterprise segment plan is similar to a floor plan.
The 3X3 EA framework propose a second generation EA to architect the organic enterprise. The author composes the 3X3 EA framework by observing the many existing architecture method with the desire to recognize the value of each architecture approach. This effort put the existing architecture approach of EA, SOA, Segment Architecture and solution architecture into a proper aspect to function as a whole.
With this framework, EA does not requires significant investment to architecture the enterprises blueprint to start with. For the business community, The initial EA is only a master plan in a notional architecture approach. Segment architecture is the continuous architecture planning effort to close business performance gaps, it is an architecture planning on demand rather a big bang approach. For the developers, EA enables agile solution architecture to deliver the right solution to the right people on the right place at the right time.
6.1 Initial EA
Initial EA is the effort to establish the holistic view of the enterprise to establish high level and notional architecture principle. Enterprise see the return on EA rather quickly from the initial EA with significant investment of time and resources.
Unlike the big-bang approach in EA 1.0 which requires significant time and resources, the Initial EA does not requires exhausted effort to design and plan for transition.
The initial EA do not requires significant time and resource. It is the effort to establish the EA governance , render the big picture, know the enterprise and align the notional and high level target direction. It does not include the time consuming gap analysis and transition plan because the target architecture is notional and high level.
6.2 Continuous EA by Segment Architecture
EA is implemented via segment architecture in an incremental and continuous manner. After the initial EA, the major effort of EA is shift to Segment Architecture which is a sub-set of EA to address the dynamic change of business. For EA to be practical, the notional enterprise architecture is only elaborated in the area of business rather than design the entire enterprise in a big-bang approach base on the architects ideology. Segment Architecture is incremental and continuous. On contrary to the holistic and notional target enterprise architecture , segment architecture is executable which support gap analysis, transition plan and modernization.
